\/>\n\t<h2>4<\/h2>\n<p><strong>Level of Protection is an important indicator that should be part of global reporting.<\/strong><\/p>\n<h2>\n\t\tThe 30&#215;30 Target\n\t<\/h2>\n\t<p>The United Nations Convention on Biological Diversity, ratified by 196 parties, aims to increase biodiversity conservation on land and sea.<\/p>\n<p>Target 3 of the Kunming-Montreal Global Biodiversity Framework (GBF) aims to protect at least 30% of global marine and coastal area in &#8220;effectively conserved and managed&#8221; areas by 2030, &#8220;ensuring that any sustainable use, where appropriate in such areas, is fully consistent with conservation outcomes.&#8221; This is known as the &#8217;30&#215;30&#8242; target.<\/p>\n\t\t\t\t<img loading=\"lazy\" decoding=\"async\" Bauder_2\" onerror=\"this.style.display='none'\"  \/>\n\t\t\t\t\t\tPhoto: Clinton Bauder\n<h2>\n\t\tMeasuring Progress Toward 30&#215;30\n\t<\/h2>\nThe headline indicator for Kunming-Montreal Global Biodiversity Framework Target 3 is the coverage of protected areas and other effective area-based conservation measures.\nGlobal protected area coverage is determined by the <a href=\"https:\/\/www.protectedplanet.net\/en\">World Database on Protected Areas<\/a> (WDPA). The WDPA is a global database of terrestrial and marine protected areas and is a joint product of the UN Environment Program and IUCN. As of February 2023, the WDPA reported that <strong data-testid=\"CustomText-Bold\">8.2%<\/strong> of the ocean is protected.\n<p><strong>However, the headline indicator and use of the WDPA is necessarily limited for several reasons:<\/strong><\/p>\n<ul data-testid=\"BulletList\">\n<li data-testid=\"ListItem\">WDPA MPA data is largely self-reported, most commonly by national governments<\/li>\n<li data-testid=\"ListItem\">All MPAs are reported from the time of legal designation, regardless of whether the MPA is implemented on the water<\/li>\n<li data-testid=\"ListItem\">There is no differentiation between the types and strength of protections that different MPAs afford<\/li>\n<\/ul>\nWhile the WDPA&#8217;s accounting tracks the coverage of all reported MPAs, this indicator does <strong data-testid=\"CustomText-Bold\">not <\/strong>account for other important elements of GBF Target 3 &#8212; namely &#8220;<em data-testid=\"CustomText-Italic\">effectively conserved and managed&#8221;<\/em> and &#8220;<em data-testid=\"CustomText-Italic\">consistent with conservation outcomes<\/em>.&#8221;\nTherefore, the WDPA inherently <strong data-testid=\"CustomText-Bold\">overestimates progress<\/strong> toward 30&#215;30. To truly understand where we stand and what needs to be done to achieve 30&#215;30, we must not only focus on the quantitative goal but ensuring that these areas are effective and likely to accrue conservation benefits as outlined in GBF Target 3.\n<h2>\n\t\tConnecting MPAs to Conservation Outcomes\n\t<\/h2>\n\t<p><em data-testid=\"CustomText-Italic\">The MPA Guide<\/em>\u00a0is a science-based tool and framework to identify different types of MPAs and connect these types of MPAs with the outcomes they are expected to achieve. <em>The MPA Guide<\/em> categorizes MPAs along two axes &#8211; (1) Stage of Establishment and (2) Level of Protection.<\/p>\n\t\t\t\t<img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/marine-conservation.org\/wp-content\/uploads\/2023\/11\/Stage_graphic-2.png\" alt=\"Stage_graphic\" itemprop=\"image\" height=\"674\" width=\"1126\" title=\"Stage_graphic\" onerror=\"this.style.display='none'\"  \/>\n\t\t\t\t<img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/marine-conservation.org\/wp-content\/uploads\/2023\/11\/Level_graphic.png\" alt=\"Level_graphic\" itemprop=\"image\" height=\"680\" width=\"1144\" title=\"Level_graphic\" onerror=\"this.style.display='none'\"  \/>\n<em data-testid=\"CustomText-Italic\">The MPA Guide<\/em> links these elements to clarify what social and ecological Outcomes can be expected from an MPA at a particular Stage and Level, assuming key Enabling Conditions are in place.\n\t\t\t\t<img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/marine-conservation.org\/wp-content\/uploads\/2023\/11\/MPA-Guide-graphic-1024x422.png\" alt=\"The level of protection of MPAs directly influences their conservation outcomes and the future state of the ocean. For the first time, The MPA Guide provides a way to track those benefits using a unified structure, shared language and consistent approach. This will provide an evidence-based understanding of where we stand on ocean protection. With this clarity, we can monitor our global progress and identify the science-based actions required. This provides a baseline for tracking ongoing progress toward the 30% coverage target, with a focus on the quality of protection.\n\t<h4>*The analysis for the paper was completed in February of 2023.
